Parking & Administrative Citations

Temple City issues two types of citations:

1) Parking citations for violations such as overnight parking, time limit parking, and street sweeping; and Vehicle Code violations such as expired registration and disabled parking

2) Administrative citations for Municipal Code violations such as dog licensing and property maintenance

Both types of citations may be appealed, although the appeal process is different for each type of citation. 

The City contracts with Citation Processing Center to process payments and appeals of parking and administrative citations.  Citations can be paid and appealed in person at City Hall or online through their web site.

There are three stages of review to appeal a parking citation:

Stage 1: Initial Review

Appeal requests must be made within 21 calendar days from the date of issuance of the citation, or within 14 calendar days from the date of mailing of a courtesy notice. There is no charge for an initial review. You can request an appeal online through the Citation Processing Center, or you may provide a written statement of reasons that support your appeal in writing, and mail to:

You will be notified by mail of the results of your appeal request.  If your appeal is granted, then the citation will be canceled and you will not owe any money. If your appeal is denied, you will be required to pay the citation.  You may still request an administrative hearing to further appeal your parking citation.

Stage 2: Administrative Hearing

Pay citation fees at City Hall and request an administrative hearing. If you can provide proof of financial hardship as documented in the Declaration of Financial Hardship form, the City may allow the request to be filed without payment of the fee.  However if the citation is upheld, the citation fee must be paid.

Stage 3: Los Angeles Superior Court

You have the right to appeal the Hearing Officer’s decision with the Los Angeles Superior Court. The Notice of Appeal must be filed within thirty calendar days after the personal delivery of the form, or within thirty-five calendar days after the mailing of the result of your administrative hearing. There is a $25 filing fee to file a Notice of Appeal.
