The City Manager is appointed by the City Council and is directly responsible to that body. The City Manager serves as department head for the Management Services Department.   He/she is responsible for the efficient direction of all departments and the administrative affairs of the City. 

The Management Services Department provides staff support to the City Council. It oversees risk management. The department is responsible for all personnel matters including insurance and benefits. The Management Services Department also coordinates economic development and business attraction efforts of the City.
