Administrative Citations

If you have been issued an administrative citation for a Municipal Code violation other than parking, you may pay the citation or appeal it. Citations may be paid or appealed in person at City Hall or online through Citation Processing Center.

To file the appeal in person, complete the Request for Hearing-Administrative Citation form and submit to City Hall with a photocopy of the original citation. The form must be submitted within 10 calendar days from the issuance the citation.

To file an appeal, the citation fee must be paid first. If you can provide proof of financial hardship as documented in the Declaration of Financial Hardship-Administrative Citation form, the City may allow you to file the appeal without paying the fee.

If the Hearing Officer upholds the citation, you have the right to appeal the Hearing Officer’s decision to the Los Angeles Superior Court. A Notice of Appeal must be filed with the court within 20 calendar days after the mailing of the result of your administrative hearing.  There is a non-refundable fee of $25 for filing a Notice of Appeal.
